In this book, Dahl explores the notions of liberty and equality, and argues that, contrary to Tocqueville's claim, the two are not incompatible. He applies these claims to the modern American workplace, where he contends that we can achieve genuine equality without sacrificing liberty by introducing democracy into the economy. Though this violates conventional ideas of state socialism and capitalism, Dahl argues that worker-controlled business enterprises are the best way to achieve both liberty and equality.
