This article outlines the arguments surrounding net neutrality and its effect on the economy. There is no clear answer--economists have modeled net neutrality since around 2011 and have not come to a consensus. For example, while some believe that net neutrality will help both large companies and small businesses by not forcing them to pay for bandwidth, others argue that a model of paying for the bandwidth used could spur innovation for applications that require high bandwidth.
