From the video description, "Born blind, [Josef "Joybubbles" Engressia] had absolute perfect pitch, and was able to whistle a perfect 2600 hertz into a telephone (later incorporated as a standard "trunk seizing" tone used in electronic blue box phone phreaking devices)."
